Frequent service outage, facing issue with act fibrenet internet data service

Hi am facing issue with act fibrenet internet data service....every time there is service outage... And when in need cannot use the internet but have to pay the bill else service is disconnected .... The reason given is same each time u log a compliant... As a consumer dont we get to use the service as per our reqmnt for the amount paid ... by the time they resolve my mobile data limit gets used up... Last time in may 2017 I had informed that I shall not pay until I get uninterrupted service for one month... But stil prob persists and have been asked to pay back due which includes all 3monthd..wen call centre is called see lame excuse cable issue will. Sorted in. 48 hrs...I get to use only in weekends and even on these days if I dnt get the service which I hav paid ...Wer is the accountability.. tracker follow up for bill payment exists service disconnection exists..but not for proper continues service.. Pls help..
