After Accident and Short Circuit my Commerical vehicle Claim not Providing

On 19th July 2017, morning 4 a.m. My Vehicle Was Accident by Slippery place at Andheri Mumbai, Morning 11 a.m. i Was complaint to Shriram General Insurancei was registered complain next two hours surveyor came and he inspected my vehicle and he given order to work on to garage person after two days 22nd July 2017 at night there was heavy rain so my vehicle parked at outside so the rrain comes under cabin its got short circuit, same night wadala police station police came and take charge and they called firebrigades and then fire stopped, on the next day i came to know immediately i went incident place so i checked it then i went police station they came and done panchnama and they given me Panchnama documents at the same time i registered complaint To Shriram General Insurance for the Claim, Same day Surveyor came at the incident placce and he took some photo clicks, and he said this vehicle should shift into fortpoint Eicher garage, kalina , Kurla , Mumbai next day i towed it into fortpoint garage, and i asked quotation, after one week i got quotattion of amount of Rs. approx. 6 to 6.5 lakhs and i email to surveyor Milind Sinkar the he said me he talk to authority officers, every day iam folowing him after one month he given response i Should Talk to ?Head Office Peoples i can't solve this case, then i am folowing Jaipur Head Office Anubhav he was taken charge of this case continiously iam following 5 months after one day he says his officer want to settle this case out of settlment, then he said they willing to pay 1.5 lakhs to close this case, i denied i said want repair my vehicle as it is i said iam paying full amount of insurance why i should settle this case then that officers planned to cancel my claim , after one month they says your Case is EXTENSION OF LOSS' So they cant help and they given me Letter that i was attached image file

two times i was rigeistered

I got Loss of Business

Still Iam Unemployed

Everyday i was earned 6 to 7 thousand rupees from driving with my vehicle from goods carrier
Still iam paying EMi Loan to Cholamandalam

Sir this is my request what process i can do for claim for my vehicle
Please give Right Directions or how can apply to consumer Court
