Demand draft expires due to delaying in the process of issue the degree certificate by KSOU Universi

I have applied for my degree certificate passing in 2014 from the KSOU University. I sent my application form with the demand draft of Rs. 1000 on 02 Feb. 2017 & it was delivered in the university by the India post on 08 Feb. 2017
After that many times I enquire about my application status on the telephone in university but not any response given by the university.
On 14 July 2017 I recieve a letter from the university in which they declined my application with the followed reason given in their letter:-
"The process of issual convocation degree certificate have been temporaily stopped untill further orders due to administrative issues. Hence, your convocation application with all enclosure and fee paid challan/DD has been returned herewith. You are advised to visit university website www.ksoumysore.edu.in in this regards or call 0821-2519942 for more information about resubmission."
University sent me back the application on 6 July 2017 which I receive on 14 July 2017 but till the date on which I receive my application and DD return from the university, the demand draft of Rs. 1000 was expires. So I want to claim my expenses.
If university can not issue my degree certificate then they have to refund all my fee which I have paid during the course. (Rs. 90,000 and some other expenses)
