Not refunding my examination fees

I am a BSc student studying at Rabindranath Tagore University in Hojai, Assam. I filled out the online form for my 5th-semester odd examination. However, I also have back subjects in the 3rd and 1st semesters, so I filled out forms for those as well. I have back subjects in the 1st and 3rd semesters, but not in the practicals. Accidentally, I paid fees for the practical examination, which was around 660. I heard it's refundable, so I submitted an application with details and copies of the payment receipt, including my bank details, to the office. They said the amount would be refunded in 2 weeks, but it hasn't happened. I visited the office again, and they asked me to wait for another 10 days. After waiting for 10 days, it's been a month, and I still haven't received the refund. I'm feeling frustrated.
