Complain against receiving of Caution Money from College

I Sri Niroj Kumar Panda an ex-student of the college "Bhadrak Institute of Engineering & Technology, Barapada, Bhadrak, Odisha-756113".
I have completed B-Tech in Mechanical Engineering in the year 2013 from this college.

My BPUT registration no. is 0901205139.

Due to my absence in Odisha, I collected my Original Certificate in February 2016.

During that time the accountant committed to provide me the Caution Money by cheque within 3 months.
And they told me that they will inform me by call & by mail as soon as the cheque will be ready after the signature of Principal Sir.
They also noted my Mail Id (pandanirojkumar@gmail.com) & Mobile no. (9090620630).

Then after it has been completed more than one year, But still now no information from their side regarding this matter.

I had never expected this type of dishonest cheating from my Institution.

I have also mailed the principal of my college various times by taking the "BPUT, Rourkela", "Ministry of Education, Odisha" & "DM of Bhadrak" as CC in mail regarding this matter.
But there is no response from their side.

I hope you will understand the dignity of this matter & help me to get my consumer rights.

Please replay me which action you have taken against this matter.
