complaint against Manoj Gupta ( A third party of B.S.N.L, Almora) Regarding to not providing disconn

This is complaint against BSNL third party agent Mr. Manoj Gupta ( 7351721924) from Almora BSNL, Almora (Uttarakhand) 263601.
This is to inform you that i have taken a BSNL connection (6 month Plan) before 6 month from Mr. Manjoj Gupta and i paid Rs. 4200/- approx for 06 month plan bill. Now in June month my 6 month plan has ended. And i changed it in monthly plan.. Now this time my due date to paid my bill was 19 september and my bill plan was still 700. Now. BSNL is sending me a 900 bill including security charges. as My plan was 700 with gst.
Now I want to disconnect my bsnl connection due to poor services and staff attitude and now they are saying they can't close this account before 6 month and you have to paid security charges. 'Without 6 month before you can't disconnect this connection and your have to submit all the accessories provided at the time of taking connection like wire and router as they didn't tell these things to me when i took connection and about the security deposit.

So requested you to please ask to bsnl to disconnect my account and instructed to BSNL that they will make a guideline regarding providing all the information as well as all the terms and conditions to the customer before taking a new connection..
