Regarding overloading passanger in buss

I had booked by bus ticket to muzaffarpur from Delhi in Bsrtc. When I was booking ticket it shown that in travelling they will give water bottle and other things but in travelling they didn't gave any thing. One this is that the bus is overloaded instead of all seat were already booked they had passanger but they are getting more and more passanger for money.
Behaviour kr drivers and conductor is so rudly.
