Not providing consumers amenities after charging

I am Dr.Nagesh Kesari, travelling in TSRTC BUS NO. TS 03 Z 490 from Hanamkonda to Hyderabad in the morning 6.00am. they have charged Rs. 15 for passengers amenities, not supplied water bottles and said that there is no stock of water bottles. We have asked for refund of amenities but they have told us to compliant in consumers complaints.
My ticket no A43973 DT 22.02.2010 TIME 5.58.38.
