Hotel not booked Himachal Travel Wings service

For 31st December 2016, I had booked a hotel in Manali for 1 day at Manali using Himachal Travel Wings service. My experience was unsatisfactory and very bad in the following ways .

- When I reached to place, I found booking was not done and staff refused to provide me accommodation.

- As I was with family I had to search here and there for the accommodation and it caused me several issues like hotel not found.So i came back to kullu and booked hotel by my own.

- As i did not get accommodation, I refused to provide 1800 rs.

- When I refused to provide 1800 rs, Himachal Travel Wings staff behaved very rudely and told me that they will not drop me till Delhi airport , as cab facility was provided by them.
It was an implied term of our package booking that the hotel accommodation/booking will be provided
by travel agent.
You can refer Supply of Goods and Services Act 1982/ Consumer Rights Act 2015.

Please find attached voucher provided by travel agent.

I request you to response to this as early as possible.
