Tata Teleservices for broadband connection Wrong Pending Bills

I was an old user of Tata Teleservices for broadband connection more than 1 years around 1500/- per month. 70% services remain down or suffered from low bandwidth. After so many complaints they did not improve their quality of services. I always paid bill completely. I requested for giving relaxation in my bill for at least one month due to bad service quality. I did not get any positive response. I switched to other services but I did not pay a complete payment of the bill in last month. Now after 1.5 years Tata teleservices sent me a mail for paying the remaining amount 1371/- to avoid any further action. Now please tell me where I am wrong.
