Refund of the amount regarding my purchase from Ebay

Sir,
This is regarding my purchase from Ebay . i purchased "Suction Cups Turtle Dock Replacement Suction Cups 32x 32 Pcs Turtle Dock Replace". It consists of 2 items, but i received only 32 suction cups, but 32 pcs turtle dock replace was not received.i registered a claim for refund of money vide claim id : Claim ID : 1707048 ( item PaisaPay ID : 41847028348 ). when i raised the claim, The claim is rejected saying "proof rejected" rejecting the photo i attached with the claim. I requested for re- opening of my claim.
. I have sent message to the seller- shopkrish.india. He replied that he is reday to replace the items or refund the money. He sent the reply to my inbox in ebay page. citing this message , I I have sent many messages to ebay and contacted the customer care of ebay. for re opening the case and refund of money no reply has been received for my messages. the ebay custoner care first told me, they will process my request for re opening the case and refund . Since no action was found to be taken, i contacted the customer care again . Now i am told by another customer care executive that i should contact the seller and he should write to ebay directly that he is ready to refund and then only they can reopen the case.
i contacted the seller again, who told me to return the item directly to the seller . again i contacted ebay who told me not to send item directly to the seller, but only with the consent of ebay. Again the customer care told me to contact seller.
i have prchased the item from ebay and why should eaby insist me for contacting the seller.? why sellers consent is required for re opening the case and refund.? The seller has already promised that he is ready to refund. but eaby is not accepting the message send to me by the seller, telling the technical reason that it is not send directly to ebay.. Why ebay is not opening the case and ask the seller instead of asking me to contact the seller? i purchased item from ebay and it is the duty of the ebay to process the claim .
i request your good office to take action to get my claim processed and refund the amount.
copy of the message i received from the seller is appeneded below- the eaby is not accepting the message now( first they told it is enough to process the claim, but now they tell a technical reason that it is not send to them- they can get it from my page if e aby is customer oriented
