Purchased the powerbank from ebay, refund not received

My paisa pay id is 45587846766 i have purchased the powerbank from ebay, but when i have received the product then they will not send any charger and instruction manual with the product, they send obly powerbank, how can i use the powerbank without charger, then they asked me to reship the product then they will refund my amount as well as refund the courier amoun in my account, I have reship the product and even they recieved the product on 17 july but when i asked for refund they asked they will solve the problem but till now they have not refund my product amount and the courier amount, even they didn't give any update what they are doing, (product bhi rakh liya aur refund bhi nhi kiya). please help me to get my refund amount. 349+150= 499
