Complaint to ebay Item not recieved from "ebay" online shopping company

I have ordered a traditional tattoo needle from "ebay.in" on 6th Oct 2016... and the parcel is nt delevered till now.. the seller "vikas gupta" from delhi... is saying that its been shipped on 15th oct and delivery must be done within 4 - 5 days... but the courier company i.e "shree maruti courier sevices pvt. ltd." is saying that the item is not recieved by them... its been probably 1 month and the amount or the charges of the item has been deducted from my account of rs 560/-.. bt now they are nt relevering the item.. n saying that there is no record in there server... and also ebay has send me the mail that the item has been delivered..
