Complaint against irresponsiveness for false advertise and cheating by the seller

My self Kamlender Pratap Singh wish to file complaint against irresponsiveness, false advertise and cheating by the seller.
the description of the incident is as under.

1- I have ordered VAKU OPPO F1S Leather Stiched Gold Electroplated Soft TPU Back Cover (Order ID 1100579212) on dated 08/09/2017 from Screen Guards India.I have paid Rs. 671.04.

2- I have received the Item on dated 11/09/2017.

3- The Quality of the supplied material was not matched with description.

4- I have requested the vendor for Return/Cancellation of the same. Vendor had provided Ticket no #88119709 against the
request on dated 12/09/2017.

5- Copy of Return/Cancellation ticket enclosed.

I am continuously trying through mail but there is no result. It seems that the vendor has the procedure of returning the goods only for showing or to fulfill the legal requirement. Actually he is cheating the people.

In advertise they describe that the product is Leather Stitched Gold Electroplated, but it is simple made up of plastic.They have charged 671.04 for the product. similar products are easily available in Rs.100 in open market.
