Brand Factory shopping to buy one t-shirt carry bag issue

Yesterday i visited to Brand Factory shopping to buy one t-shirt and when i was at the case counter to pay the price of the t-shirt the person at that counter asked me that whether i need carry bag or not and i replied yes then he told me that i have to extra Rs.8 for the carry bag.
So, my complain is that why should i pay the extra money for the carry bag.The shopping mall should provide carry bag for free.
