selling of stilt parking space in the apartment

i purchased a flat at sugam park asansol, West Bengal. this year in which i also paid Rs 55000 for the two wheeler parking space at the ground floor of the apartment. I later came to know about the govt regulation that a builder can't sell off the parking space and is supposed to be alloted to the flat owner for free. kindly let me know if my observation and info is correct and if I am right then how can I get my money back.
