Builder is not willing to refund flat booking token amount after flat booking cancellation

I cancelled my flat booking 3 months back but they did not refund my token amount yet after continuously several followup by mobile calls, emails and in person conversation with builder. Every visit they made excuses like accountant is on vacation, director is on vacation, director approval is pending, etc.
