Possession not given from last 7 years and at the time possession asking huge amount in the name of

I have purchased a plot of size 134.6 sq. yard in wave city,in year 2013 till now (14/06/2018) not given possession. And i asked the wave city executive regarding possession, then he said that you have to pay extra amount of Rs 2.50 lacs extra in name of sewer line, water line, electricity connection to my plot which seems too high as every one knows that for this work this amount is more than 5 times of the amount to be spent for these 3 connections.
And point of surprise is that still now as of date 14/06/2018 i haven't got the possession and when asked for compensation for the delay of 4 years they very politely says that in company this not written anywhere.
I need my whole amount (which i paid to wave city, and have all receipts of payment) return with interest as per government norms applicable for delay in possession.
