Not giving promised/booked plot/flat

Close to 2 years back, Homestead developers launched its Sohna project in sector-25. I have booked 2 units (1 BHK each) in the project and paid 4 Lacs Rs as booking amount for both the units put together. After that, I am doing continuous enquiry about the project and every time the builder is giving false justification that the project will take of in another 1 month. Now I got to know that they don't have the construction license to build the flats on that land. I have initiated for the refund of my money, but even after 2 years, they are not ready to refund the money with a plea that the builder is not having cash because of demonetisation (They had black money which is not in use now, hence facing cash crunch.) Kindly help me to get the flat / money back from the builder.
