No possesion after 5 years & giving refund after deduction of 6.7% on agreement value.

I Ashok Amale booked a 1BHK Flat in Ambivali in a project of Falco Developers in Jan.2011. Till date we not got the possession of the same. Also still they have completed only plinth. For cancellation according to their policy they are going to deduct 1.5 lacs from my total 3.0 lacs.Why this? These people are using my money free of cost from last 5 years & for refund they are deducting 6.7% on agreement value. In july 2015 we decided to cancel registration of flat. After that I sent two mails requesting that I want to cancel registration. First in 28,July 2015 & second in 23,Jan 2016 on company mail id. And also communicated telephonically time to time. But company peoples are not giving any response about status of my cancellation. Now how will I recover my money after about 5 years? Please help me.
