Lift Work not completed even after giving Possesion a Flat in Bhubaneswar Heights Gold II

I have bought a Flat in Bhubaneswar Heights Gold II at Chakeisiani, Rasulagarh, Bhubaneswar.

This deal was registered in Jan 2016 and the possession was given by builder in July'16 but till date the lift is not installed which is a part of the plan. Every time discussed with the builder they give another date. My parents can't go upto 3rd Floor every day at this age of 50. Hence our shifting was delayed till Jan'17 but under pressure of Interest we had to shift. Still we are receiving only commitment of date from Builder no action.

As I stay in Mumbai these people are taking the advantage of the situation.
