Builder not giving possession complaint against Puraniks Builders

Sir, We beg for your help.
We had used most of our savings to purchase a flat in a residential complex, called Rumah Bali, developed by Puraniks Builders in Thane. Possession was promised in May 2015. We are yet to get the keys to our flat.
We had paid 99% of the flat cost by July 2015, amounting to almost a crore. Puraniks suddenly halted development of the complex. There were plentiful violations, but we will limit the description to the most blatant one. The builder had not gotten the Environmental Clearance. Hence the OC was not issued. Puraniks did not respond to any questions from any of the buyers.
On enquiries using other sources, it transpired that the builder had collected monies from over 300 families that had purchased homes in Rumah Bali, after which, without informing any of the buyers, Puraniks halted development of Rumah Bali and commenced another project, called GB One, in an adjoining plot. Puraniks then applied new regulations for higher FSI to build an additional 30 storeyed tower which was not part of the original plan. The builder then merged the two plots and re-applied for Environmental Clearance, which had to go through the administrative procedure afresh.
Delivery of homes in Rumah Bali was delayed by over 20 months. We are informed that the Environmental Clearance was granted in Nov 2016 and the OC, in Jan 2017. We are yet to see these documents, despite multiple requests to Puraniks Builders. We have been asking Puraniks for two things:
1. To hand over possession immediately.
2. To compensate us for the delay, as per MoFA.
Puraniks ignores our claims with impunity. With each passing day, we suffer an interest loss as the money paid benefits the builder, and not us.
We beg your intervention to invoke the administrative machinery to take this matter with Puraniks. We shall be happy to provide details of all other breaches by the builder and can be contacted anytime.
