Booked Flat posssion not provide by builder

I have booked a flat in Amrapali Dream Valley Noida Extention Utter pradesh in 2012 till date expire of time limit builder not complete construction When i looked the site i think 3 more year require for complete the construction. i want to cancel builder said cut 10% of total cost. i want my money back total amount submitted to builder by me.

    We have booked flat in ACE Platinum in 2012, At that time, they committed to give the possassion by Nov 2013 but after 30 months also, we have not got the posassion.

    Also builder is demanding money for many charges which they not told to us at the time of booking like club operational charges, maintenance charges etc.

    Also, builder built 1BHK flats illegaly which was not in the plan at the time of booking.
