Refund of failed transaction, book railway ticket online through IRCTC

I tried to book railway ticket online through IRCTC on 21.05.2018. Amount was debited from my Bank Account but the ticket booking was not successful due to session expired.I contacted IRCTC customer care from where i got the response that " TXN 100001277144607 was a settlement-failed transaction for which no amount was debited towards IRCTC. That is we did not receive any payment authorization from your bankers to book the ticket."
Thereafter i contacted SBI customer care from where i got the response that " as confirmed with Merchant,
transaction 7014407717 has been successful and settled on 21.05.2018
and for more details kindly contact your merchant".
thereafter i again contacted IRCTC customer care vide mail from where i got the same response as earlier that IRCTC has not received the payment for booking of ticket. on other side Bank is confirming that Transaction was successful with merchant.
Now, i am hopeless and don't understand why the IRCTC is not refunding the amount of ticket.
Kindly help in the above matter.
