PAYTM.com Not Refunded my money, paying electricity bill but teh transaction failed

Deducted 234 INR in the name of paying electricity bill but teh transaction failed . Even then they deduced this amount from my bank. Now after 2 weeks also its NOT refunded. I have raised 5 tickets and tried calling multiple time to there customer care but no response.

Please dont get cheated by this idiot company with cheater management.
