No delivery and No refund Online payment fraud

I have taken online subscription from site www.bookstok.com on 16th June 2019, they committed to start subscription from October 2019 on wards,
But even after sending many reminders, they were unable to deliver single magazine till January 2020 W.R.T full year subscription in my home address at Atladra Vadodara Gujarat, than I requested them to refund my online transfer payment of INR 9780/- on Jan 2020, but till now they have not refunded any money after sending many reminders again and again, request you to please take action on online magazine site http://www.bookstok.com/ so that they cannot do online fraud with others and help me to refund my online transfer payment from them FYI, it was transferred through my HDFC Bank credit card 5522 6050 0160 1750.
