Full payment for Laptop is made but not delivering

I searched for ASUS Zenbook Pro Duo (UX581) laptop on IndiaMart website, I found many sellers list but none is selling the desired laptop. I got a Whatsapp message from Mr. Aakash Prakash Shegar of a company "DigiTech Buy Limited, 113, Park Street, M. A . Business Centre, First Floor, Park Street, Kolkata - 700016, West Bengal" (www.digitechbuy.com) that they are selling the desired laptop. After WhatsApp conversations with Mr. Aakash Prakash Shegar (Ph - 7708164586 / 9145602489) placed an order for ASUS Zenbook Pro Duo laptop (Model no UX581) on 2nd Aug 2020. for a final price of Rs.85,000/- (including all charges). He said that only payment mode acceptable is Bank Transfer, Paytm or Google Pay, but not the Credit Card. He agreed for accepting half payment of Rs.40,000/- in advance and balance Rs.45,000/- after delivery. Except that he did not mentioned of any other charges. I made the payments of R. 40,000/- (Rs.20,000/- by Paytm and Rs.20,000/- by GooglePay. He said that shipping shall take 3 days. He sent me the Invoice, Packing List, Payment Receipt by Whatsapp. On next day, he asked me to pay another payment for Rs. 34,850/- for Insurance/delivery stamp/GST. He said that this amount is refundable. I made the payment of Rs.34,850/-. Than he sent me the shipping details of the parcel (Airway Bill No AWB861439344939) (www.highshippers.com). Then he asked me to pay the balance amount of Rs.45,000/- on another person's (Dinesh Bholadatta Nailwal-7058513043) Paytm and GooglePay account, as the Laptop was dispatched. It did not create any doubt and I made a payment of Rs. 45000/-. After that he again called me and said that I might have received an email from the shipping company Hi-shippers. On checking the email, i found there is a demand of payment for Rs.49,200/- to be paid as "Countervailing Duty and Local Body Tax" to release the parcel to my destination address. That creates a doubt in me that in my knowledge the fee asked meant for only for import of products from another country and that shall be paid by the importer only and not by the customer. The whole scenario creates a doubt that it might be a fraud. I asked Mr. Aakash Prakash Shegar that I am not able to make any more payment. If it is possible for him, deliver the laptop it otherwise, recall it back and make the refund of full amount that I have paid. But after that he is not replying my Whatsapp messages and phone calls. I have made a total payment for an amount of Rs.1,19,850/- till now. I want to make a complaint against Mr. Aakash Prakash Shegar, Mr Dinesh Bholadatta Nailwal and the company DigiTech Buy Limited (www.digitechbuy.com) for this fraud and to get the refund of Rs.1,19,850/- + charges for cheating.
