Issue not Resolve And asking for extra money

first all customer representatives are illiterates.
no one understand your problem and talk like recorded tape.
i have issue in my games and there servers and some apps port(more then 10), i write mail for it but they reply we open all port but in real they not opened,
then i write with proof, then they tell me 'our technition will visit at you'.
technition not come but they connect RDP and say you have to buy static IP because we provide 1 public address to more then 10 to 20 people.
then i again sand mail and say i want resolve my problem and why i give you extra money and i don't want static IP so they reply if you have to run you camera then you have to buy static ip.
i say i have no camera and my problem is ports but they every time same reply (copy of previous mail)
