Complaint against fraud registration

Applied for new internet connection through GTPL Broadband on 21/05/2020 for 50 Mbps speed (24 months package). They did registration using 8866886610 mobile number and i paid amount 10500/- for the same. Instead of 50Mbps plan they provided me with 40Mbps router with dummy registration number 8866886611. In there system original registration of 8866886610 is inactive and 8866886611 is suspended as its shows payment is not done. Neither do they have provided internet service as one account is inactive and another is suspended. I complained so many times but they are neither providing me refund not providing internet service form last 3 months.
This is second time i am complaining in this forum. No steps has been taken yet.
I lost my money amount 10500 and i am being harassed by not addressing to my complaint.
