Issuing policy without Medical test and Not considering customer mails to cancel the policy.

I requested for policy cancellation on 3rd of July (before issuing policy and Medical test), but they issued the policy by skipping medical test and without considering my email or phone call. I personally visited their branch to submit for cancellation on 22nd July (free-look period). But due their technical issue it got update on 1st August (I called them on 1st Aug again to check the status).
On 7th Aug I got a mail from them to refund the amount of 24286.41 in 4 working days. But I paid Rs.26444. They deducted Rs. 2157.59 for their mistake. I want to recover full amount from them.
