Harrassment by committee in BMC Society

Since year 2008 I am requesting to Municipal Commissioner of Municipal Corporation of Greater Mumbai to direct estate department to transfer my flat which is purchased by me in year 2002. BMC is not ready to accept transfer fee without NOC from society. Society management committee do not give NOC due to personal interest. It is not under stood why Municipal corporation of Greater Mumbai require NOC from society. when it is not required by other Govt. agency. I have paid stamp duty and registered the documents. Registrar of society by letter dt 13/9/2013 also directed society to admit as member. Pl direct the Municipal Corporation of Greater Mumbai to accept transfer fee and admit me as member and save us from harassment
