Denial refund for international ticket cancellation on goibibo.com

I have requested a refund for international flight cancellation due to the nationwide corona pandemic. I have mailed Goibibo several times, they said we will initiate a refund after a request by my airlines is accepted. It's been 2 months and still, they haven't proceeded with my request.
I have also tried to cancel my ticket before 48hrs of my travel. But they said their website was down due to COVID 19 pandemic and to send them mail. I have sent many emails after that and they haven't replied properly. Now they have changed the customer support mail address and contact number, I am not able to contact them. Here are my flight details and I want to file a complaint against them.
