Delay in handing over possession of house

Dear Sir,

I had booked a flat in BPTP elite floors in P block in June 2009 with the commitment of delivery of house in 2013 under construction linked payment scheme. Though I have paid 90% of amount which was increased by 25% during the construction stage however there is no firm commitment from the company to give possession. I have recently visited site and found the structure in place as it was in 2014. No work is progressing and there are no timelines for completion of project.
