Could not contact electricity complaint office

I am from Indian Air force living in sector 31 C. The UT electricity help contact is 2652745.
Today this phone is having some issues. The staff sitting on this number is not able to hear our voice. Due to this we are not able to speak and tell them our problem. Kindly intervene.
