Wrong meter rent charged

It is seen from my electricity bill that rs 40 as charged to me whereas the meter installed at my House purchased by me. Further I vacant the qtr no. 1254 A in October 2020 but security deposited not refunded by the department till date after the fulfillment of all documents to the department.
