Delay in registry and asking maintenance charge, booked a flat f 404 in aura chimera

I have booked a flat f 404 in aura chimera,rajnagar extension,ghaziabad,builder name is Shourya Towers Pvt. Ltd. it was booked in 2007 and registry is not allowed uptill now.
The builder is asking money for maintenance charge for last 5 years(2 lac 48 thousand).i made full payment five years back.
i have been paying interest to banks and house rent since 10 years.
i need refund of my money with interest or compensation for this delay.Also builder should be punished for asking maintenance charge.
