idea company not restart my cell number

sir, i am idea user. my sim card is blocked on 29 apriland when i went on idea officeon 30 april, a worker said me that your sim will have been started on 5 may and give me a repair sim and 50rs as a charges. today is 9 may and my sim card is not be started. this company not done our work.
