Receieved prebooking amount of rs 499 but not given the connection nor refund the amount

I had prebooked the relience bigtv connection by paying rs 499 on March 2018 booking no 12923506 the company had promised to give connection within 45 days but the company has not given the connection not refunded the amount yet till dec.14.2018 I want to cancel the prebooked connection and refund the amount rs 499 in my PNb account no 3992000100014519 ifsc no punb0399200
