Complain against Vodafone Company customer care person about the loss of my SIM

My SIM card with number - 9403530408 was misplaced long ago .

I had informed the customer care person about the loss of my SIM . He told me that unless and until I do not pay my bill my card cannot be deactivated and he assured me that my number will be deactivated. I paid
the entire amount (without using Vodafone services) an amount of rupees 1610.38/-.

Today again I received an email asking me to pay my vodafone ebill . I have not used that SIM card since past 3-4 months .Why should I pay for something that I have not used?
