Complaint for force to pay to buy RCI enrollment facility and freezing our holiday booking portal.

Dear Sir,
We have bought a membership of Times Heaven Club Pvt. Ltd. for holiday vacation & Club in surat for 20 years. In this regards they charging 4000+GST as an maintenance charge every year.
Since we have some settlement issue with them, we had not paid maintenance charge for last year and of current year, so they had freezed our booking portal. So we had conversation with them and after that we had paid 2 year pending maintenance charges (4000+GST) of Rs. 7440/- (9440 - 2000) deducting our pending outstanding on them.
Even after paying that still they haven't activated our booking portal stating we have still pending out standing for RCI enrollment which they introduced last year post buying of their membership.
For which we have already clarified that we did not want to buy the same and even we never shown our willingness to have the same. Further we asked them that the RCI is not part of our core membership plan and any issue pertain to that shall not impact and impose as breach of any terms of our primary membership terms and conditions. But their representatives are not ready to listen to our request and are not allowing to avail us our vacation for which we have bought this membership. They are forcing me to pay for RCI and buy RCI enrollment.
Further even after repeated request and follow-up they are not providing me my membership payment TAX Invoice.
I would request consumer forum to support us in this regards and take an appropriate action against the Times Heaven Club Pvt. Ltd.to resolve the issue.
Since we dont want RCI enrollment and not availing any additional luxury service against that, they should not force us and shall not impose any charge for that. And shall asked to activate our booking portal.
