Complain Zaggle Prepaid Card money not refunded

Zaggle is a fraud, I was using the prepaid card. They took my money and blocked my account. Now they are neither letting me use my prepaid card nor refunding me. the amount is 23k. Please help me on what to do. I do not have enough means to sue them in court as this will take years :(
