Driver not shared valid bill with gst number

My fiancée took a taxi service yesterday midnight from banglore airport. It was a random taxi service and not any renowned cab aggregator and she mentioned before sitting in a taxi that I would want a tax invoice so that she can claim it from her office. But this driver refused to provide tax invoice after dropping her off at her location. We took a picture of his vehicle number and do have his mobile number but unable to connect with him. Please help on how to make complaint against such deivers.
