ICICI Bank - Amount not refunded for failed transaction

Hi,

I have been facing issues dealing with ICICI bank with debit card transaction and internet banking.
The transaction was made in feb 2018, I reached out to ICICI bank in feb itself.
However I have not received the amount yet. I confirmed that the merchant has refunded the amount in March.
However no amount has been refunded at my end.

Today, i got two failed transaction. I called ICICI and they informed that they cannot do anything as the amount has been debited.
I spoke with merchant and they informed me that they have not received the amount and have cancelled my tickets.
