Filling a complaint against OBC Regarding Rs 24990/- deducted from my bank account unauthorized

I got a message of two transaction of Rs, 4999/- on 10-12-2016 at 12:11:55 P.M. and Rs. 19991/- on 10-12-2016 at same time.
I Immediately contact the toll free no. of OBC help line and blocked my card same day same time. Due to Govt. holiday on 10-12-2016 to 12-12-2016 I could not lodged a complaint at bank.
On dated 13-12-2016 morning I went to the bank and told the officials regarding the same but I din't get a satisfactory response from them.
Instead they replied that they have just blocked my old card and asked me to fill the form for the new card and did the same but they did not confirm me or gave a positive reply that my hard earned money will be refunded or will be back into my account
Kindly refund me the requisite money of Rs. 24990/- as soon as possible.
