Complaint for Bank online tranaction to longwal college of engineering using CITRUS payment gateway

i done online payment to Sant longwal college of engineering using CITRUS payment gateway. my balance is deducted from account but not paid to college. after some day they say i refund your balance in your account. But there is no any amount credit in my account.
