Bank looting money through IVR

This is to attract your attention towards a matter how hdfclife loots money though IVR whenever customer calls to it's customer care no. 1860-267-9999. The no. seems toll-free but actually not. Today i called to this number for a query and IVR started for options to chose. I chosed for policy details and again chosed to talk to its customer care executive. Then IVR said "we are receiving call overload please try IVR options for your query" and disconnected the call. And to my surprised, Rs. 9.20 got deducted for this call.
I am not asking for return of the amount, but can I request to do something to stop such looting of money?
