Bank deducted amount even when transaction rejected at PoS + Poor response from Bank

I am facing very poor Response from Kotak Bank.

On 3rd Sept. 2017, I swiped card at Ratnadeep Super Market. First two swipe failed due to error, and transaction succeed on 3rd attempt. Kotak deducted amount twice.
I raised first complaint on 5th Sep. 2017. After this raised 2 more complaints, but till today 27-Dec 2017, I have not received the amount back.
Kotak executives are keep giving new date for resolution.
