Double taxation on purchages in abroad using Indian credit cards

Hi
I am using the indian HSBC credit card in Canada.
I am paying all the applicable taxes of the buying articals in Canada with the HSBC credit card.
In the past HSBC never impose any Indian taxes on the purchages in abroad when I was using my HSBC credit card as I already paid taxes in the country of purchage articales
Recently HSBC is imposing 18% taxes on all my purchages in Canada.
So it is unacceptable of paying two taxes on the purchages.
Is it the fault of Indian Govt. or HSBC.

Example i paid Rs 64.65 (converted to rupees) the GST applied is 11.63.

No part of the world is having this kind of taxes. So if it is not corrected nobody use Indian credit cards in Abroad.
