About fraud RBI/SBI transaction fee for decline in cash even the mistake is of bank

It is really sad and unethical to charge customer even if it's the bank mistake due to which, the customer happened to face the problem of not getting cash.
As if this was not enough now they'll charge for the same.
This is totally unfair and a strict action needs to be taken against those who are behind this.
A place where we are getting just 4% interest and on the other hand bank charge 12%(using our money), which is way more than what's given to us, how can they even think of charging us for transaction
An action needs to be taken against them. so that things so on track for common people
