TDR Request Repudiated Though Train Route was Diverted

I was travelling from Roorkee to Hazrat Nizamuddin in Train no. 12172, with Train Name Haridwar Lokmanya Tilak Terminus AC SF on December 8. This train was diverted between Meerut City and Agra cantt Railway and hence the train was touching Hazrat Nizamuddin station. I had applied for TDR refund for the PNR Number 2339880435 with the reason "Train Diverted And Train Not Touching Destination Station." with Reference No:100000203408718. My TDR request has been denied stating "TRAIN RUN NORMAL". Moreover there was no such announcement made at Roorkee Railway station regarding change of route. I had registered a complaint with the railways for not making such announcement at the railway station. This complaint was closed stating "sorry for inconvenience, proper announcement was made". How is it possible that a route change announcement was made at the Roorkee railway station for a train which was not diverted and hence my TDR request rejected.
